Star Labs StarLite might be a good choice. I don’t personally have one so I don’t have 1st hands experience but I know somebody who does, and he’s happy with it.

Yes.

Plasma 6.4 should bring initial support for restoring windows but I haven’t heard much about it in the latest announcements so I guess it’s not ready to use yet.
