Road users are required by law to yield to them. Unless the crosswalk is signalized, cars do NOT have priority & are required by law to crosswalk users.

No, it doesnt make sense for the following reason:
Trains have priority. Road users are required by law to yield to them.
Unless the crosswalk is signalized, cars do NOT have priority & are required by law to crosswalk users.
