My guess: Youtube-dl derivative then an ffmpeg script to detect black frames that usually sandwich commercials on TV and delete the video inside those frames.
The camera app is just called Google camera on the play store. It works on Calyx with no internet permission so I assume it works on graphene.

The top answer here worked for me a long (~10 years) time ago, it might still work. Backup your home folder with a livecd before trying anything though.
