You’re trying to apply objectivity to a very subjective area. I’m not saying it’s impossible, and you should by all means try it, but maybe it would be a good idea to try something that has a better chance, first, such as this:
How about an open platform for scientific review and tracking? Like, whenever a new discovery or advance is announced, that site would cut through the hype, report on peer review, feasibility, flaws in methodology, the ways in which it’s practical and impractical, how close we are to actual usage (state of clinical trials, demonstrated practical applications, etc.)
And it would keep being updated, somewhat like Wikipedia, as more research occurs. It needs a more robust system of review to avoid the problems that Wikipedia has, and I don’t have the solution for that, but I believe there’s got to be a way to do it that’s resistant to manipulation.
The grapes used to make the juice you buy at the store are not the same grapes that are used to make actual wine. The person who wrote that recipe doesn’t know what wine should taste like, and I wouldn’t trust that recipe.
The grape juice you buy for drinking is mainly made from Concord grapes, which won’t make something that tastes in any way like real wine. You need grapes like Cabernet or Pinot Noir (for example). These aren’t just the names of wines, they’re the names of the varieties of grapes used.
Have you tried photopea.com ? I dunno if it’s light enough for you, but it’s basically Photoshop in your browser, done in JavaScript.
Isn’t that covered by other laws, though? “Impersonating the government” or the like? I feel like a warning about breaking that law would carry as much weight as a copyright notice.
Logos are usually trademarked, not copyrighted.
As for your point about “so long as you’re not selling it”, I feel like there must be a better mechanism than copyright… Government information should be owned by the population itself, and should have its own laws, separate from copyright, but I don’t know if any such examples.

Distilled water is safe to drink, as long as you have a balanced diet that includes all the vitamins and minerals your body needs.
