The Cybertruck doesn’t have a steering column. They’re steer-by-wire. That may explain why the wheels were able to move so quickly. The steering ratio changes dynamically depending on vehicle speed.
The driver is just wiggling the steering wheel to try to free the front tires.
If you’re stuck in sand, the absolute last thing you do is start ‘wiggling’ the steering wheel. Might as well be a crab trying to bury yourself deeper in the sand…
IDK whether it was Autopilot or Human™ controlled, or if the vehicle was just damaged and malfunctioning, any which way this event was just straight fucking stupid.
