She’s shouting “get him out”, but even in this trimmed video you can see she’s trying to hold his arm and then climbs into the front seat facing away from him, her jaw jutting forward, almost certainly hallucinating. Then she climbs out of the car and then stands there frozen in a stupor. She’s having some sort of psychotic event.
Nothing about her behaviour before or after this suggests anything the driver did (or anything about him in particular, race or otherwise) made her feel threatened. In fact very little about it suggests she feels threatened at all. Her two states are aggressive and catatonic. She doesn’t cower, she doesn’t scream at him, she doesn’t accuse him of anything - there is no logic to the attack, whether motivated by a “feeling” or otherwise.
It is absolutely possible she’s a racist. It requires a lot of assumptions to suggest the video - when not clipped for Tiktok - shows her being racist though.
