I’m just going to go on a limb and say: I’m pretty sure this is also a result of Trump having unmonitored conversations with Putin.
This not only fits Putin’s “annex everything you want” mentality, but implanting visions of pre-modern conquering or “deal-making” victories is one of the only ways to further inflate Trump’s ego. It would be so easy to convince Trump that this is how he’ll make history.
And of course, it would be absolutely perfect for Putin’s interests if Trump gets distracted with committing major US time and attention in Quixotic land grabs or policy. He not only won’t have that attention to spare to keep Putin in check (as if Trump would ever do that), but there are few ways to deeply insult another country more than treating it as a future vassal, further ruining the US’s relationships and alliances.
