I would say this is even worse than exile. Basically paying other countries with less oversight on human rights to torture people he doesn’t like.

How long until this becomes a weapon against his political opponents or dissidents?

No hate speech, slurs, celebrating death, advocating violence, or abusive language. This will result in a ban. Usernames containing racist, or inappropriate slurs will be banned without warning
