Aggregate all federal political donations to a central fund, allocate exactly 1% of that fund to any candidate that has the support of at least 1% of donors for use in their campaigning. Spend the remainder on public service announcements about the date of the election, how to register, the roles and responsibilities of each office up for election, etc.
